PERAN TENAGA AHLI DALAM MENDORONG LAHIRNYA PERATURAN DAERAH PERLINDUNGAN DAN PEMENUHAN HAK PENYANDANG DISABILITAS: STUDI PENGABDIAN MASYARAKAT DI DPRD PROVINSI RIAU

Abstract

This study aims to describe the real contribution of experts in the public policy advocacy process through community service, especially in assisting the Special Committee of the Riau Provincial DPRD to produce Regional Regulations on the Protection and Fulfillment of the Rights of Persons with Disabilities (PPHPD). The activity methods include legislative assistance, facilitation of hearings, and assistance with comparative studies. The results show that the role of experts is very significant in supporting a participatory, responsive, and data-based legislative process. This paper contributes to the study of community service practices in the legislative sector and strengthening the capacity of public policy advocacy.
