ANALISIS PENGARUH DAN HUBUNGAN PENGEMBANGAN MODEL TIM KERJA BERBASIS SOAR TERHADAP EFEKTIVITAS KINERJA PADA EMPAT PPSDM KEMENDAGRI REGIONAL

This study evaluates how a SOAR centered team development framework influences performance outcomes across four Ministry of Home Affairs’ Regional PPSDM. Through a mix-methods triangulation approach, the research elucidates the synergy between strategic strengths and institution effectiveness. Pearson correlation analysis reveals a significantly strong positive relationship between collective commitment (r=0.828) and moral obligation toward performance effectiveness. Multiple linear regression findings confirm that organizational culture is the most dominant determinant, with the model simultaneously explaining 88.5% of the variability in performance effectiveness (R2=0.885). Qualitatively and regulatively, the development of the SOAR-based model successfully synergizes internal strengths namely moral solidarity with external opportunities such as bureaucratic digitalization and continuous training. The study concludes that the transformation toward a value-based commitment model exerts a significant influence and serves as a strategic solution. This model establishes inclusive work culture as the primary foundation, supported by the prevailing normative regulatory framework. Practical implications emphasize the urgency of strengthening performance dialogues and participative leadership to optimize the potential of human resources within the Regional PPSDM environment sustainably.
